Is it acceptable to ask somebody to speak english if you can't understand them properly?

Because my sister was on the phone and said my 9 month old niece wanted to talk and kept making stupid baby noises so I told her TO SPEAK ENGLISH YOU STUPID ROTTEN BABY OR GET OFF THE PHONE! then she started crying and my sister got back on and started yelling so I hung up on her because I just don't tolerate that sort of rudeness, know what I mean?
