1 mole of Zn reacts with 2 moles of HCl, so to have a reaction with no limiting reagent there must be exactly twice as many moles of HCl as of Zn. In 30.0 ml of .2 molar HCl you have .006 moles of HCl. So that will react will exactly .003 moles of Zn. So now figure out how many moles are in 10 grams of zinc. If it's less than .003 moles, zinc is the limiting reagent. If it's more than .003 moles, HCl is the limiting reagent.
